Notes and sources
This telegram was sent to the students of Tomchei Tmimim who had escaped to Shanghai during the Second World War. unable to get visas to the U.S.A. even after the war, they took advantage of the relatively cheap cost of printing to print many seforim on behalf of Kehot, which was headed by the Rebbe.
Above are various instructions regarding the printing of Seforim.
For more about the printing of seforim in Shanghai (and specifically the Torah Or) see Igros Kodesh, letter dated 17 Sivan 5706.
1) Note: Hebrew words sent in telegrams were often poorly transcribed, as of yet we have not managed to determine what this is referring to. Perhaps kuntres 'Ets Chaim' (Brooklyn, 5706), 'T[ora]s Chaim' (vol. I - Shanghai 5706, vol. II Shanghai 5707), or 'Michta[v] es' (=periodical).
2) Yaakov and Zev Volf Klebanow were supporters of Lubavitch in Chicago.
3) Printed in Munich, 5708.
4) Printed in Brooklyn, 5715.
